ADMINISTRATIVE MATTERS

It is the aim of this appendix to record decisions which relate to Coaching, Refereeing , Lawn Hire and other such matters. Such decisions relate to agreed fee structures , services provided etc. It is expected that from time to time other matters will be added to this appendix so that it serves as a ready reference to coaches, referees, the Executive and to club officials and members.
 
1.LAWN HIRE: In the event that CNSW is required to make use of courts located at its affiliated clubs in place of, or in addition to, its courts at Headquarters, in order to conduct a CNSW Tournament or a State Team practice session, then any such club or clubs providing this service will be entitled to receive a "lawn hiring fee".
This fee is set at $10 per court per half-day
This fee assumes that courts will be used economically i.e that double bank ing will be employed wherever possible. This is most important where an event is staged at two or more sites. However, although CNSW must for financial reasons determine the fee in this way, each club may, if it is able, arrange games so that a single game is held on a court at any one time. Clearly this is preferable to most players. Clubs will be provided with a form enabling them to apply to CNSW for payment of the fee.
A lawn hire fee may also be applied for in situations involving coaching and laws or referee training as detailed below
 
2.COACHING:
(a) Where a club requests CNSW to provide a coach to assist its players (who do not have coaching qualifications), and such club is not the home club of the coach then this is a service provided by CNSW and, as such, attracts a fee from the players namely:
$10 per head per day or part thereof payable by the players receiving instruction*.
This fee will be receipted by the instructor and forwarded to CNSW.
 
The instructor will be entitled to reimbursement of reasonable accommodation and travel expenses from CNSW if applicable. The latter will be calculated on the basis of the distance travelled if a private car is used. In this case a record must be kept of the kilometres travelled and petrol receipts submitted (for GST purposes). The Executive will review the rate per km on an annual basis but this will be no less than 25c per km..
It would be appreciated if some assistance could be given to the instruct or from the club or clubs, concerned by way of meals and /or billeting although such is not compulsory. Any court required for the instruction is to be provided free of charge.
A concession will apply if the coaching session is held at CNSW head quarters
The fee will then reduce to $5. The rationale for this is the desirability of making use of the existing facilities of CNSW
 
(b) Updating of registered/accredited coaches by way of coaching clinics, workshops etc when approved by CNSW.
This service will attract the same fee payable by the attendee, as that stated in (a) above namely
$10 per head per day or part thereof including the concession stated above.
This fee will be receipted by the instructor and forwarded to CNSW If such coaching involves the use of a "host" club and requires instruction on a court, then a court hiring fee may be payable to the club concerned on presentation of a request to CNSW on the appropriate form (copies of which may be requested from CNSW). It is expected that the club will obtain some benefit from this instruction and therefore the payment for providing the court/s will be limited to a total amount of $10 per day.
 
c) Workshops, clinics etc associated with the training of players to become Beginner Coaches or the training of Beginner Coaches and other coaches to upgrade their qualifications.
 
CNSW will not require a fee from the participants in this case and any fee charged will be that associated with accreditation or re-accreditation as set by the ACA and payable to the latter.
 
On the recommendation of the State Coaching Director a lawn hiring fee may be paid to the host club on application to CNSW, but will be limited as described in clause 2(b) above. The instructing coach will be entitled to reimbursement of expenses if applicable, as stated in clause 2(a) above.
 
3.REFEREE ASSISTANCE, INSTRUCTION AND TRAINING
(a) Introductory Laws Courses
When, in response to a request from a club, CNSW arranges for a referee to instruct members of such club (other than those of the referee’s home club) in the basics of the laws of croquet, then this service is subject to the following fees:
 
$10 per head per day or part thereof payable by the members receiving instruction*.
This fee will be receipted by the instructor and forwarded to CNSW. The instructor will be entitled to reimbursement of reasonable accommodation and travel expenses from CNSW if applicable. (see Clause 2(a)) It would be appreciated however if some assistance could be given to the instructor from the club or clubs, concerned by way of meals and /or billeting although such is not compulsory. Any court required for the instruction is to be provided free of charge.

(b) Referee and Umpire Workshops, Seminars, Updates etc
This service is subject to the following fee
$5 per head per day or part thereof payable by the attendee
 
This fee will be receipted by the instructor and forwarded to CNSW If such instruction involves the use of a "host" club and requires instruction on a court, then a court hiring fee may be payable to the club concerned on presentation of a request to CNSW on the appropriate form (copies of which may be requested from CNSW). It is expected that the club will obtain some benefit from this instruction and therefore the payment for providing the court/s will be limited to a total amount of $10 per day. The instructor will be entitled to reimbursement of expenses if applicable (see clause 2(a) above).
If no court hiring fee is requested and the instruction , meeting ,etc takes place at a club other than headquarters, CNSW will give consideration to the payment of a fee to the club concerned on presentation of a request from the club (limited to $10 per day).
 
c) Qualification course for Referees and Umpires. Examinations.
 
Where a player attends a course with the intention of qualifying as a Referee or Umpire and proceeds to examination, a fee of $15 will apply
If however, a player withdraws from such course after having commenced the course but before examination, then a fee of $10 will apply. Additional charges may be made for training materials etc at the discretion of CNSW.
If re-examination is necessary a further fee of $10 will apply.
However CNSW will provide free of charge the Umpire or Referee Badge if the candidate is successful in qualifying.
Any fees will be receipted by the instructor and forwarded to CNSW
 
If the instruction is held at a club other than headquarters, that club will be entitled to submit a claim for lawn hiring fees or service fees and the instructor will be entitled to travel and accommodation expenses if applicable (see clause 2(a) above). Any examiner will also be entitled to claim expenses.
 
4.ADMINISTRATIVE ASSISTANT:
This is at present a paid employee situation. The Assistant is supervised in his/her duties by the Secretary.
 
These duties are as follows:
a) to assist the Secretary and Treasurer
b) to collect the mail, date all correspondence received, copy and then direct to the appropriate officers for action
c) receive entries for CNSW tournaments and monies, issue receipts, bank monies and forward details to the Tournament Committee and Treasurer.
d) attend to photocopying and mailing for the Association
e) maintain a record of, and be responsible for, the sale of books, badges and other items from the Association shop
f) maintain a correspondence file for mail (in and out) for presentation by the Secretary at meetings of Council.
 
Special duties: With the agreement of the Secretary, additional assistance may be given to the Records Officer, the Handicap and Tournament Committees, the State Directors of Coaching and Refereeing. The assistance to the Records Officer shall include the photocopying and mailing of all forms e.g handicap request forms, the receipt of affiliation fees, copying of new member entries, insurance levies etc. Assistance to the State Directors will include mailing and photocopying as required
The Executive will normally supplement the Administrative Officer’s salary to accommodate these extra duties if such proves to be necessary.
 
5.CLOSING DATES FOR MAILING, SUBMISSION OF ENTRIES TO THE NEWSLETTER ETC
Submissions to the Newsletter should be emailed to the Editor so as to reach CNSW no later than 5 weeks prior to the forthcoming Council Meet ing (the dates of which are given in the Yearbook). If not emailed then the submission must be typed so that it can be scanned by the Editor into the computer. Photographs should be originals and of high quality wherever possible. Unless requested, such photographs will not be returned to the sender. Publication of any item will be at the discretion of the Editor. The Newsletter will normally be posted to clubs one week prior to the meet ing of Council. Clubs or individuals wishing to make use of this mailing date should ensure that copy is in the hands of the Administrative Assistant at least one week prior to the mailing date i.e at least three weeks prior to the Council meeting.
 
Another regular mailing date will be two weeks after a general meeting of Council when the Minutes of Council will be mailed. Clubs and others wish ing to take advantage of this mailing date must present items for mailing no later than the Council meeting referred to.
State Directors of Coaching and Refereeing, and Chairs of committees are asked to take particular note of these mailing dates.
 
6.MEMBERSHIP CATEGORIES AND FEES
The fees are set each year in June. The following is by way of illustration only and are the fees current in 2011
Metropolitan member :$44
Country member:$35
Club Affiliation fee:$70
In addition there are the following categories of membership:
Individual member:$67
Life member of CNSWno fee
In addition, a member who affiliates for the first time as a Metropolitan member, a Country member, or an Individual member, on or after 1st January of any year pays a reduced fee equal to one half the annual fee for the remainder of that financial year.
 
The fee payable to the Australian Croquet Association by CNSW is included in the above fees and is at present $20 pa (2011) per member (not relevant to subscription members)
 
Further aspects of membership:
 
Individual members are members who do not hold membership of an affiliated club in NSW or the ACT. Such members are entitled to all the benefits of ordinary membership including that of the insurance policy. They also receive their own copies of the Minutes of Council and the Newsletter.
Life members receive their own copies of Council Minutes and the Newsletter.
 
7.ENTRY PROCEDURES FOR CNSW TOURNAMENTS AND REGISTRATION OF NEW MEMBERS
 
Forms have been produced to enable members to enter CNSW tournaments and to enable new members to be affiliated. Copies are available on the CNSW website http://www.croquet-nsw.org/
 
In addition clubs with email facility are sent a copy of the New Member Form in electronic format as an attachment to an email Formats available are Microsoft Word, Microsoft Works word-processor, and Wordpro (lotus). Every club is strongly urged to submit details of new members by making use of such forms. Full instructions are included. It is important that when the form is filled in, that it be sent as an email attachment to CNSW.
 
Clubs are particularly asked to appoint a member with computer knowledge to act as a Registration Officer if the Club Secretary is not knowledgeable in this area.
Clubs without any such person are requested to obtain a copy of the form from CNSW and fill in the table using a typewriter. This may enable the Records Officer to scan the details into the database without re-typing.
 
8.RE-IMBURSEMENT OF SPECIAL EXPENSES
 
Where it is judged by the Executive, that the presence of a member, (nominated or approved by the Executive), at another body, is of value to the Association, the expenses of that member relating to travel and accommodation be refunded to the member by CNSW, to the extent of out-of-pocket expenses not met by the other body
